I had the same trouble, couldn't get them anyware, so I ended up having to plastic weld them using a combination of heat and in some area's I used Butyl Acetate. It's great stuff that melts this sort of plastic, and when drys will be as strong as new.
If you can find some more plastic that also melt with Butyl you can use it to re-enforce the join also. (platics used in old TV's and other electrical items)

Once they were re-covered you couldn't tell.

Good luck

Yeah mine was missing a few bits and some small pieces came off with the MBtex when it was removed. I managed to reuse some of them, but I had to re-make some with other bit of plastic.

This I also done on the rear quater trim plastic as I couldn't seem to get them also. I had to use a large sheet to re-enforce one side, as it was cracked almost in half. I then used Bondo to fill in the imperfections, the covering will hide the small imperfections.

It's a very time consuming exercise and for the original cost of the parts doesn't seem worth it, but if you have no other choice, what can you do?

Yours is particularly hard where the metal strap joins to the plastic, here I had to put in an extra layer of thin plastic and build it up gradually, so you could see it when it was all together and covered.

I wish the person prior didn't eurathane the piece down in the first place. A few of the speed nuts were missing and the plastic stems broken off, so they took the quick way out.
I again made these stems from a thicker piece of plastic and filed it to a long oval bolt shape so it would fit through the slots in the cover.

You will give me nightmares again just thinking of it.

Cheers

Damian
