There are two adjustments. First you a rear wheel and turn the adjusting hole until you see the adjusting wheel. You turn that with a small screwdriver until the wheel won't turn, then back it off until it will just turn. Repeat on other side.
If the brake still doesn't engage by the third click, you need to get under the car and find the adjusting nut where the cable splits to go to each wheel. Tighten the nut to take up slack.
