Engine does not start - no spark, no fuel to cylinders

'90 SL300. We took out the ICV and cleaned it with carb cleaner. Put it back in and pluged back the wires to it. Also spray carb cleaner down the throttle body (while the engine was off). Now the car does not start.
Spark plugs are dry. Fuel makes it to the distributor. I opened one of the hoses on top of the fuel dist that goes to one of the cylinder, cranked the engine but no fuel comes out of it. Isn't the fuel supposed to squirt out of it when cranking?

The thing is that the car was running OK before we cleaned the ICV and throttle body. If a small piece of tissue paper, smaller than finger nail, fell in the throttle body, will it clog anything?

The fuel gushes out of input line and fuel regulator when tested.

I can see the throttle plate opening when we press on the gas pedal. I do see fuel in the bottom of intake manifold.
