Not having worked on a 190 but applying general brake system operation, does this system have a plain master cylinder and a remote power booster?

If you are cracking the system open that high up, either the master cylinder isn't fully returning or the remote booster plunger is sticking. A last option is that the residual pressure valve is keeping too much pressure in the system.

Without seeing the actual system I can't offer much more.

Do a search for the International 190SL Group - that's where the 190SL experts are.
