R129: Why seatbelt won't release

If you have seat belt tensioning problems (won't let belt extend, etc.) see the pic below for the culprit.

On the inner side of the seat belt is an attachment with a black cable, similar to a bicycle brake cable. At the buckle end is a spring loaded attachment loop that encircles a small black tab that moves up and down along with seat belt receiver action over a small distance. If the tab is broken, the loop is released all the way up which engages a lock that engages the seat belt reel preventing it from letting out slack.

I took out my seats for the first time to do a thorough cleaning. The previous owners obviously never cleaned, let alone thoroughly (seriously how do people let so much crap spill or litter the side of their seat without cleaning up the mess?). I also wanted to find why my SRS light is on and replace the buckle with one that had a better red colored clasp. I replaced the driver's seat belt reel unit because the original one didn't retract very well and discovered that I had to take a small screw driver, insert it into the metal loop at the end of the cable attachment and pull down on the loop to allow the reel to release. I then took a look at the replacement buckle a found that the black tab on the replacement buckle was broken- dang! Not wanting to wait, I just re-colored and moved on.

Why was your SRS light on? Did you get it to turn off?

My SRS light is still on, but my buckle receivers look better
So the issue isn't with the contacts in my buckles.

Since my horn is also inop (inop when I got it), the next thing I'll be checking is my clock spring. I already have a replacement and my steering wheel leather needs some refurbishing so I was gonna take it off anyway.

I just need to check the continuity in the wires to make sure that the replacement doesn't have any breaks along the wires somewhere.
