Mirror itself may be at the limit of its remote control adjustment range. Try manually adjusting the mirror surface (it will give several "clicks" while being moved) so that its "at rest" position is near the center of the adjustment range. The remote control should then work normally for small adjustment angles. Big adjustments must be made by moving the remote control in the intended direction as far as possible, then resetting the mirror face manually in the opposite direction so as to "get another bite" at repositioning the limited remote range close to where you want it to be. If the mirror face is far out of position, it may take more than one manual readjustment to get it back to a neutral position that corresponds with your eye position as the driver.
