Is Pueblo CO a low rust area for cars?

A lady is selling her mid-80's car here in Washington DC which until recently she drove in Pueblo Colorado. Is that a low rust area for cars like Arizona or New Mexico? Would it be considered a desert southwest car? It is clean and rustfree.

They get something like 13 inches of rain a year - that's pretty damn arid if you ask me!

It's been my experience that Colorado cars (at least those from Denver) are low rust for an area which gets snow.
I believe that they do not use salt on the roads... which makes a HUGE difference. I would guess that an AZ car would be rust free. NM has some snowy areas in the mountains.
