300E fuel filter location

Where is the fuel filter located on a 1989 300E.
Will any special tools be required?

It's on the driver's side, back against the firewall and is accessed from under the hood. You'll need to remove the air cleaner to see it. It's easiest to remove using one of those filter wrenches that fit on the end of the filter, although I use a simple band-type steel friction wrench cocked on a slight angle; that works fine as well.

The fuel filter is not under the hood
It is under the car, in front of the right rear wheel, under a black plastic panel

Sounds more like the oil filter.

My bad. I stand corrected - I misread; thought he asked where the oil filter was. Sorry!
