1992 300 D headrest problem

I cannot get the headrest rails to go all the way down. Pushing in on the button on the back of the seat and pushing the headrest down it will not go all the way down. Anyone know the magic trick to solve this problem . the headrest will come all the way out. I do not see anything wrong with the rails
