W116 Assistance and Advice please

The 6.9 that I bought on eBay arrived this afternoon. The outside
looks really ugly, scary ugly as a matter of fact.

The engine smokes a bit but the interior is fantastic. Please look at
the images and give me as much advise as you can offer.

I think my dream car has turned into a nightmare.... and what on
earth is that stuff hanging out of the rocker panels!

I am no 6.9 or W116 expert. Repost this over in the vintage forum with 6.9 in the title. Their are a few very good 6.9 experts over their. I hate to say it but that could be a huge project. I have been told bringing one back can break $30k very fast. These are rare very expensive cars.

I do know W116's rust, before putting money into that car look for the hidden cancer. Rust is like and iceberg you only see a bit on the surface.
