It is a pump of some sort, what am I pumping when I do that?

This is the windshield washer switch. Pressing this with your left foot, causes the fluid to pump onto the windshield and the wipers to activate for 2-4 swipes.

So it has a switch in the bottom of it? or what?

yes, the actuator is located below the pedal.
