Coming back from burnout

I test drove an 85 300 TD with an automatic and 230K. The car accelerated very very slowly, and then came to life after I rammed the pedal to the floor for several seconds and did 85mph-90mph. Obviously I'm not buying this car to drive tommorrow--it will need some work. My feeling is that the lack of acceleration is in the Fuel System--not the engine itself. The turbo seems to kick in. I dont think its a transmission problem.
What would the cause of this initial sluggishness/lack of power? (Its not a plugged exhaust--the cars exhaust is gone.) The car is only $600, and its a project car--will the engine need rebuild?

If there is no major damage, the 617 engine is usually very solid and dependable. I would think that a valve adjustment and some new fuel filters will perk it up. Also, you may have to get someone to adjust the fuel mixture.

Due to the smog devices, the 84 and 85 model with 617 engine have the turbo kick in at higher rpm than the older models. It is worse for 1985 model in California.

When I first got my 300D, it was quite sluggish at first. Turns out the Bowden cable was way out of adjustment, and by the time I got to 30mph I was already in fourth...talke about snails pace! After a few turns to make the cable a little more taught, the accelleration was wonderful.
For more info, do a search on bowden cable...maybe include the word adjustment.
