Is water (H20) produced as a product of combustion in the diesel engine? Just curious, no problems to report.

Yes. The formula for all hydrocarbon burning is basically:

CHx + O2 = CO2 + H2O

The reason I was asking is that when I start my car up sometimes there is a black oily looking spray on the ground at the tailpipe. When I touch the black liquid, it is not oily at all, it is sort of like black water. I was assuming that it is soot & water from the combustion cycle.

CJ,

I expect that this is merely condensation in the exhaust system that is put out the pipe during warm up. This is very normal. I would not worry unless it continues after warmed up.
