stumling and sometimes dies when 300 SD starts

When I start my 84 300SD in the morning and its cold the motor runs very rough and sometimes dies. Is this a glow plug problem? Motor runs fine once it warms up.

I have done everything except change the glow plugs and the start of delivery timing. How do you check the start of delivery timing? How do you check the glow plugs. Can you check to make sure they are or are not working?
