My 87 300D has had its climate control unit in the console replaced within the past year. I can get no air out of the bottom of the dash (the tranny was just replaced and they did some work to the vacuum system in November). The blower does not come on at all often; sometimes several minutes after its been turned on. And, lately I've been noticing a vibration I can feel through the steering wheel and a whining noise when the blower is turned on.

Any comments on this condition?

It sounds as if it is time to find a new shop.

You may have a problem in the blower motor mounting. I have seen them improperly mounted and it caused vibrations of this nature.

I would check all of the fuses. There could be an external strip fuse that is cracked. It would be located outside the fusebox.
