Vacuum brake boost problem

I am the fool trying to put a 83 turbo diesel in a 54 ford pickup. Actually is has been smoother than I expected expect for one problem that is causing me to pull my hair out. Vacuum boost to the ford brake booster. It worked when I first hooked it up then quit - bought a new booster - it worked for 5 minutes then stopped. Another booster did not work at all. A vacuum guage on the pump read 15 - 18 inches without the booster in line. Putting the booster in line results in 0 inches with a climb to 10 over a period of several minutes but back to 0 as soon as the brake pedal is engaged . A hand vacuum on the booster shows it holds 20 inches no problem. Could the problem be a weak pump? Does anyone make a 12 volt vacuum pump strong enough to pull the booster? Maybe a vacuum tank? Help
