94 E320 cold start problem

I have a 94 E320 my kids drive and it has some cold start problems. The car has 125K, new wiring harness, new OVP, new coil packs and runs perfect except when starting cold, you have to add some throttle or it just stumbles and won't catch, once it catches it runs good and the fast idle (1200 rpm) works normal. After reading all the posts about this problem It looks like I should check the cold start valve? If it was bad would the high idle not work?
How would I trouble shoot it?

Make sure the fuel pressure regulator diaphragm isn't leaking.
