1986 190E Manual Transmission Question?

The car is a 1986 190E 2.3 with a 5 speed manual tranny, 717.411. On this car the tranny would not shift into 3rd or 4th, the shifter moved fine but no engagement. Got underneath the car and found out the the all the linkage was there and connected. Then I noticed that the tranny's shifter arm lever rotates on the shaft, that's why it will not shift into 3rd or 4th.

Now the question that I have is does anyone know for certain the method of attchment of the shift lever to the shaft on these modern manual trannys. I'm pretty sure that on the older 4 and 5 speeds used on 61X engined cars the shifter lever is held in place with a bolted clamp on a splined shaft. On this tranny I could not see how the shift levers are attached, are they permanently welded in place? I would be happy to here from anyone who actually knows what the arrangment is, thanks
