The part I was talking about is just held on there with a nut and bolt, it's sort of like what clamps the seat tube to a bicycle on the frame side, just a simple clamp. One the bolt is remove you can just unbend it to remove it.

Yes, #15. The goldish/cad plated bracket, see if you can find fasteners on that or not. This stuff all tends to get in the way which is why I recommend pulling the whole upper jacket tube (steering column) out, you can pivot the column down and around and slip the whole dang thing out.
Once the clamp (#15) is removed (just bend it open until you can pull it off, you can do it by hand) you'll see the small retaining "nub", then you decide if you want to try grinding that out of there with the column installed. heh heh. Gilly

#15 and the part in the picture are completely different, though. On my '87, there was nothing like 15. The piece in the picture is bolted in three places between sections of the dash frame using bolts which are welded in place - definitely not removable. I may be misunderstanding how the column is removed from the steering shaft, but the way I was seeing it last night, the gold colored piece precludes doing so with the steering lock in place.
In any case, the lock is out now by grinding, but I am curious about alternative ways to do this procedure. If I can borrow a camera, I'll try to take some pictures and write up the simplest procedure for my vehicle for others down the road.

Once the upper jacket is detached (not attached to anything incl. the steering gear box), the upper jacket will rotate (if viewed from the drivers seat it would roll counter clockwise) and come out just fine. The big problem with grinding it without removing the jacket tube is the AC box is in the way when you slide the lock out.
The goldish bracket, I think as you mention there is a welded bolt or two, but there is still just a nut on the other side of the bolt which unscrews so the bracket will come off OK. Gilly
