In the US, either 609 cert., or sign off that you'll sell it to a 609 cert. holder (ie., your mechanic). Here's Ebay's form more or less:

If it is indeed damaging to our well being by messing up the ozone, then by comparison, I wonder how many health issues are caused by the heat due to the lack of a working AC system.
Some folks just can't afford to have their AC repaired.

I don't remember freon of any type being that expensive BEFORE the R12 enviromental issue.

I'll bet my cows produce more ozone depleting gas in one day than a pound of R12 vented into the atmosphere.
