1993 190e heating problem

I get a little heat when the car is idling but when at highway speed blows cold air. I have trouble shooted everything,water pump,thermostadt,heater valve,and air intake in dome light.All that is left is the potentiometer without taking the dash off. Could this be the solution? Can I access through the speedo.

IF you disconnect the heater valve vacuum line does the car get hot inside?

NOTE: the center vent will never get hot!

No,I dont think the mechanic did that yet. Is there a method to it?
