EZL and R16 on 560SEL

Will some of you verify what I'm getting on a couple of your 560's? Let’s see what is normal and go from there.

Starting over, to clarify all I've learned trouble shooting a high timing and idle at 950rpm. And how R16 sets the timing. Background:The car idles smooth, 90 560SEL w/150k miles, passes CA smog emissions but not function because of the idle at 25 to 30 degrees advanced. I was steered to the EZL, TDC sensor, and R16. But no one seems to know how they work or how to trouble shoot them. So I soldered a 5K pot to banana plugs and rigorously (for me) checked all I could think of and took notes. So here is the low down on R16 and the EZL, at least mine.

Timing at ~30 car warmed up. Remove vac from EZL, timing drops to ~10. When I put the vac back on, timing jumps immediately to ~25 and in 8 to 10 seconds it goes back to ~30 and stays.

1) TDC sensor measures ~800 ohms engine cold (50 degrees F outside, California), ~1050 engine warmed up. I think its expected. Resistance in copper wire is heated. I expect a lot of windings in a magnetic pickup, so a fair amount of change. Reconnected sensor.

Below are all at idle in Park:
2) Removing vac drops timing to one of 5 steps set by 5 R16 ranges: 5ATDC, 0, 5 BTDC, 10 and 15. You can check three easily: R16 in (0, 5, or 10 BTDC), R16 shorted (5 ATDC), R16 pulled out (15 BTDC).
3) Re-applying vac at idle jumps the timing from one of the timing steps to ~25btdc then in 8 to 10 seconds later it jumps to ~30btdc.
4) From the R16 step, EZL timing advances smoothly as vac is increased from ~10lb vac down to ~40lb vac.
5) EZL timing jumps in steps as R16 goes from 0 to ~3k ohms. (That is the full range of my EZL response to R16 resistance change.)
4) EZL timing jumps in 5 timing steps of timing to 5 RANGES of resistance:
0 - 145 ohms ~4atdc
150 - 330 ~0 tdc
350 - 675 ~4btdc
680 - 3.0k ~10btdc
3.2k - 0pen ~15btdc

5) R16 must be available in 4 resistances around 100, 200, 512, 750, (and maybe 3.5k). Mine measures 750, it is color coded 750 and is part# 000 540 24 81 I think Bosch 09 8659 24. That is putting my timing at ~10 BTDC with no vac applied.

Now I wonder if the smog tech should have pulled the vac line to expect 0TDC. And my R16 would need to be ~200 ohms to get me to TDC. And, Why hasn't this come up on earlier smogs? I've set the timing to ~4 and taking my wife shopping with any luck we won't get there . I left the R16 original and its in the fuse box just in case

1st check the fuse in youre ovp relay...(poss could have an issue with idle speed control unit as well --caution this injection /eng management will make you an alcholic,,,

Is that the one by the Master Cylidal with a clear top door with a fuss under it? I pull that fuse to turn the motor without starting it. That fuse is good. Wouldn't I not be able to start the engine if the fuse was bad?
