38 to 16 interface cable & OBDII scanner - success stories ?

My 1997 C280 only has the 38 socket (I live in Brazil).
Did a lot of research in an effort to buy an affordable OBDII scanner. The Actron CP9145, for instance, looks great for about 200 dollars.
The point is that just using the converter cable is far from solving the problem. (mixed reviews and some lack of functionality when it works)
I contacted the cable seller and he said that Actrons, for instance, may not be Ok due to power supply issues.
So, my questions :
1. Any success story ? (brand, model?)
2. Given the impaired functionality what is the best option: a full function scanner or a basic code reader/eraser ? (saving the $$ paid for useless features)
Thanks in advance, Jorge
PS: I am NOT a DIY person. But have a lot of interest in knowing/managing the process.
PS2: Because of that I can afford some lack of functionality

Bras,

These guys are very close to a solution:

Let us know how you get on.

Oz,
That's a great thread. In fact it is still work in process. I will monitor it and see if they reach a final solution/package.
In fact they are looking for something far more ambitious than I am: diagnosing all the car systems.
On my side I would be happy with a low cost scanner that could use the 38>16 unterface without compromising too much its functionality.
On the other hand, depending on the final cost, the solution they propose may be VERY attractive.
In the meantime I did some more research on OBDI / OBDII compatible scanners. No luck. They exist but work on OBDI only for a discrete set of brands. (mostly the three big in the US)
Thanks, Jorge
