97 e300d new key and cylinder

Does anyone know if the key that comes with a new ignition cylinder is suppose to crank the engine? It unlocks doors and ignition, but engine will not start, its turns over and over.
My electronic key does, my flat key does. Dealer says I have to purchase a new key with transponder. Just paid $130 for new cylinder.
I thought I had trouble with cylinder, turns out my electronic key is being a little troublesome.
I bought the car used(97 e300d). I got electronic key and flat key.
I never installed the new cylinder, since I found ou the flat key works great.

They include a NO-START key with a new tumbler..will lock but not start a 1997 car.

Can it be reprogramed or do I just need another key?

No chip in that key....the only reason that you get that key is....

They need the profile to KEY the tumbler correctly.
