Plugged Vacuum Line to Warm-Up Regulator-500SL (Euro) & Slight High Idle

I noticed today while trying to find/eliminate vacuum leaks on the engine (117.962) that the vacuum line to the warm-up regulator is plugged and am curious if anyone could explain why this might be? Would it be done as part of the emissions control tweaking that needed to be done as part of the import process? The car was brought into Texas and the conversion done there. It now resides in Florida, where we do not have emissions checks.

If the vacuum line should be reconnected, or just reconnected to see if it improves engine performance, where would the vacuum line to it run to/from?

The idle on the car is steady at about 750rpm, except when going into park. When shifting to park it revs to about 1100rpm and settles back to about 750rpm. For the longest time it idled at 500rpm, but has crept up to 750. I've replaced the idle speed control unit and valve and those replacements have made no difference. Any suggestions on what to try next would be appreciated.

Finally, the car stumbles for two to three seconds on start-up. Once it seems the fuel has caught up it smooths out just fine. I've replaced the injector seals/seats/o-rings, plugs, wires and distributor cap. Any suggestions to try here would also be appreciated.

The car runs great and am getting slightly over 19mpg around town. So, these problems are minor irritants in the overall scheme of things, but I like to have the car run like it should in all respects.
