W126 grey market emissions

I have a 1981 500SEL (Grey Market) that I have been tinkering with. I picked it up as a resoration project.

Here's the difficulty that I am encontering. I am having a hell of a time getting her to pass emissions here in the wonderful state of california.

Here's the results of the last test:

I'm curious to know if placing a catalytic converter on the car could potentialy drop the emissions to an acceptable level.

I already had a $1,400 tune up done on the vechicle, and I can sumerize the repairs made on the car.
