Replacing insulator shroud around catalytic converter?

As far as I can tell my Cat is fine, but the outside insulator wrap is disintegrating in one section. It probably got whacked and then deteriorated. Can this piece be replaced without replacing the whole converter? Can I safely ignore it, or is this disintegration affecting the Cat's performance?
