Smile 1996 C220 Normal Operating Temp on Guage & Fan Question

My 1996 C220 Temp guage on the dash seems to always be in the 3/4 range during city driving or @ a stop; during highway driving it will lower a bit but still be above the 1/2 mark. The car is in for a repair (unrelated) and the mechanic (not a MB mechanic) remarked that it should not be that high and should remain around the 1/2 mark regardless of traffic. So, can anyone offer any insight into this as to what would be considered normal on this car, I don't recall it ever hovering around the 1/2 mark.

Also, the main cooling fan doesn ot appear to trun, only "winmills" when the car is driven or when the ac fans are blowing on it.

Are these common/normal issues and what would be the approriate "fix" if one is needed. The car runs like a champ but I'd of course like to address tihs now before I overheat and get stuck if this is not normal BUT don't want unessary repairs either.
