300E 1989 where is switchover valve located.

Can someone please tell me where to locate the upshift delay valve.?
and
where is the three way switchover valve located.? and how to remove/test it....

Transmission is constantly upshifting way too early at 1500 revs... refuses to rev past 1500 rpms even with pedal to the floor, until it hits 4th gear then will rev past 1500.
At idle (in Neutral) the engine will rev to red line, but while driving (hot or cold) will not rev past 1500 while accelerating until it reaches 4th gear.
Gear shifts seem ok (not perfect) but just ok.

Help needed. thanks

No upshift delay on an 89 model. Sounds like maybe your control pressure cable is disconnected. But I have seen valve body problems cause that.
