Angry 400E / Low idle when engine running and engine dies

My 400E is idling to low, below 500. When I first start the engine, I have to keep the gas pedal down, If I let go of the gas, the engine dies...but when I warm up the engine for a while, the idle will set really low and I am able to drive it. I had to manually adjust the idle control really high for it not die when I come to stop. Can anyone tell me or suggest anything what's wrong with it?

Thanks.

You should have someone pull codes on the EA system, but my guess is the throttle actuator is not working properly.
