280 SE (W126) won't start

so I have strong spark, Fuel pump runs, and the fuel distributor is getting gas. The tachometer is behaving erratically when cranking so I am suspecting some sort of issue with the distributor? I tried another ignition amplifier (or is it an EZL?) of the same part number and it behaved in the same manner. Spark and fuel, but no go... odd! Pulled the plugs and they were pretty fouled with gasoline. Could the fuel distributor / WUR have failed in a manner that could cause it to inject WAY too much fuel?
