HELP! 260E 2.6 stumble, no start

I am trying to get a friend's '88 260E back on the road, and I am stumped at this point. It was running roughly and I replaced the ICV with a used but known good one. It sat for some time and now will not start. It stumbles, and will run for a second or so, but always dies. The fuel pump is running, and there is fuel at the supply line. There is also pressure at the cold start valve, but when I crack individual injector lines at the distributor, there is little to no wetness. I think the cold start valve is delivering fuel (allowing the stumble at start), but the injectors aren't getting any; does that sound possible? Why would this occur? Is there a sensor that will shut the fuel distributor down?

This is driving me nuts; thanks for any help!!!
