HELP! 260E 2.6 stumble, no start

I am trying to get a friend's '88 260E back on the road, and I am stumped at this point. It was running roughly and I replaced the ICV with a used but known good one. It sat for some time and now will not start. It stumbles, and will run for a second or so, but always dies. The fuel pump is running, and there is fuel at the supply line. There is also pressure at the cold start valve, but when I crack individual injector lines at the distributor, there is little to no wetness. I think the cold start valve is delivering fuel (allowing the stumble at start), but the injectors aren't getting any; does that sound possible? Why would this occur? Is there a sensor that will shut the fuel distributor down?

This is driving me nuts; thanks for any help!!!

Fuel Pump relay, or Fuel Pressure valve.

ICV only in circuit when idling not when off idle.

Would those things cause the injectors not to get fuel even though there is pressure at the fuel supply line? I can crack the line going into the fuel distributor and there is fuel under pressure at that point. Thanks!

did you check the vacuum lines to the intake and the drum thing on the intake manifold?
