92 190E 2.6 Blows cold through middle vents, but hot through both side vents.
Also, there is never any vacuum to the heater control valve.

It sounds as if the system is in limp for some reason or you have a huge vacuum leak.

If you feel like DIY, see my reply:
92 190E 2.6 - A/C blows cold through center vents, but hot through both side vents I cannot say it is the same vacuum routing for your car, but I can go into further detail on how I patched mine.
