how can you tell if the fan clutch is bad

I have a 1989 300 TE and was wondering how I can tell if my fan clutch is working correctly.

With a warm running engine the fan should stop spinning within a second or two of shutting off the engine. If it keeps spinning the clutch is gone.

thanks, I will get out and start her up in a bit and see what happens.

When the engine is cold it still has resistance, Is that normal?

I wouldn't say gone. It might just need some more fluid you can get from Toyota dealers.

I used,"gone" in a figurative sense. If you have to add the Toyota fluid, you have not repaired the leaky seal that allowed the problem to happen in the first place.

I have refilled clutches in the past, but only as as a temp repair. At 150k miles (plus or minus)a fan clutch@ $120.00 is a fairly inexpensive item.
