high idle

My 89 190e 2.6 is idling between 1500 and 2000 rpm. I changed the ICV,no change, no codes, and if you unplug the ICV the idle drops to 1000 rpm.
not sure what to check next.

No, ABS light is off.

There is also a "Thrust Cutoff Switch" under the air cleaner that could be the culprit.

My micro switch was fine. it was a cable adjustment problem for mine. I turned the cable adjustment (white plastic adjuster on my 300ce) a few turns, and it idles perfect now. but, still could be the switch on yours.

Check the 10 amp fuse on the firewall
