Weak parking brake
I recently changed the parking brake wires and shoes on my car, as everything was rusted solid. (damn that road salt)
Everything moves just fine now and is correctly assembled & adjusted, but the parking brake is very weak. It can hold the car in a small incline or in gear while idling, but that's it. I think it might be too weak to pass the annual inspection, where it should be able to hold the car in a 9 degree incline. What can cause such a weak function? I know it's not the most powerful parking brake, but I think it should be a little bit better..

Did you clean the inside of the new brake disc where the parking brake shoes ride?
Did you adjust the shoes so they touched the disc & then back-off 3 clicks?
