Can anyone translate what the writing on the sticker says?

I took a look at it, but there are too many characters on there that I can't read.

The first line reads something like, "Department of Motor Vehicles approved number", and then the number E220.

The second line reads something like, "approved smog device installed to prevent CO2 emissions".
