Left side higher than the right

When I was at the tech session this past weekend I decided to lower the rear end on the 16v. My dad had raised it way back when to get over a hump in his drive way with out scraping the cat. I finally had it on the lift and remembered I wanted to do it.

When I had it on the ground I measured the height and noticed that one side was at 24" and the other at 25". I was told that over time the springs can weaken and start to fail.

That sounds plausible but I'm not sure. I do not see any damage on the springs. I had them out a few months ago when I changed the lower control arm bushings. I did not have them side by side as it did not occur to me but I did not notice any problems with them when I had them out.

Does this sound legit? Can I just swap out the pads (one single tab and one triple tab) to make up the difference or is this a safety issue and I need to replace the springs?

Edit:

Just measured the front and found that the front is about 1/2" out of whack. Could that be because of the rear?
