Need help with drive-side shock tower shroud

I have a 1995 e320 cabriolet. I don't know what function this has, but I can't get it off. The four-legged piece in the middle is rubber (although it looks like oxidized metal). It is attached to the outer piece and it all floats about the center steel cup. I removed the three small lock nuts, but it is still securely attached. Is it only held on by the aluminum cylinder housing the shock tower nut? How much force do I dare apply?

Don't remove it!

The fuses you want are on the passengers side. That piece is a damper unique to the cabs and is only removed when the shock is replaced.
