89' 300te Heater blower not working

The winters here and my heaters not? When switching heater on from controls I hear a little rumbling but no heat. Any clues as to what might be happening

The heater blower electrical circuit runs through a 30A strip fuse in a separate fuse box located on the left front inner fender. Flip open box lid, remove the strip and inspect closely, as cracks are difficult to spot. Better yet, just replace the strip fuse with a new one (about 50 cents). It could also be the blower regulator or blower motor (the rumbling you hear may suggest a failure here), but the fuse is the place to look first.
