1990 300 sel idles high after replacing OVP fuse

I just got the car a week ago and it was hard to start when cool outside. I finally found out about checking the OVP fuse, which also made the ABS light go out. Car starts great now. I just changed plugs, wires ,distributor, and rotor. Before i replaced the fuse the car idled around 600 rpm or so. Since i replaced the blown fuse, it idles around 1700 rpm. I drove the car for 15 minutes this morning giving it plenty of time to warm up but it still idles high. When i remove the fuse the car idles fine but is hard to start and replace fuse, starts easy but idles high again. Any ideas?

The OVP is meant to literally fall on the grenade so to speak when electrical shorts/surges occur. So if the OVP fuse was blown, there is a good chance the OVP is bad too! Replace the entire relay.

Very correct , inside the OVP you will find that the zener diode joint has melted solder ,sometimes repairable .
