560SL No voltage at idle contol valve

My 1986 560Sl has and extremely low idle of 300. When it starts idle is at 750 but in a few minutes it drops to 300 and eventually stalls. I have cleaned the idle control valve, checked for vacuum leaks and replaced the plugs. Checked the voltage at the idle control valve and got no reading at all. Car was running and I unplugged the electric to the valve and it had no affect at all.

Either the valve is STUCK closed, OR the fuel mixture is WAY out of adjustment!

With electrical disconnected the idle should be 1800 RPM.
