You measured battery voltage with meter set to Volts DC. For Cam Sensor you need to switch meter to Volts AC. It will have something like "~" on the meter selector.
You need to measure voltage from the sensor, not from the control module.
BTW, 16.2 V is too high for battery voltage, something is wrong with you charging system or multimeter.
