Whenever the EC (economy) button is not pushed or the system turned off the air conditioner is switched on. The compressor will cycle to keep the evaporator at the same temp, and the monovalve will cycle to warm the heater core / air from the evaporator to keep the car at the setpoint.

Yes, the compressor cycles normally, and the less load it is under the less time the clutch will be engaged.
