What is high RPM to you? Car should start up around 1000 rpm, then when warm, drop down to around 600 rpm.

Remove the air filter canister. Look at your throttle linage. There is a small switch with a roller attached to a lever arm. Make sure the linkage it hitting that roller. That will engage the switch and tell the engine's computer the car should be at idle. if the switch is not hit or bad typically engines will idle at 1500 rpm.
