Mechanical Fan

Sanity check please.
After having my A/C evacuated and charged. The Mechanic says. "I noticed that your mechanical fan will stop when the car is at operating temperature". Apparently he, or someone else got their elbow in it.
He seems to think that a viscous fan should lock up solid when hot.
It speeds up when the engine is rev'ed. The electric A/C fans work fine.
I've never really thought about this and was just wondering if he's right.
PS I have no over heating issues here in the "Swamp", Florida. So I'm thinking BFD!

Thanks, Dave

Viscous Fan Clutch

Has a Bi-Metallic spring operating system that allows the Fluid to move into
another chamber inside the clutch (Thereby "Locking" the "Clutch") once a
certain preset temperature airflow from the Condenser/Radiator is "sensed"
by the Bi-Metallic Strip.

The "Clutch" does not really "Lock up",when operational it CAN be stopped by
a Foreign Object. A.K.A. "Noodleheads" Body Parts would fit the bill.
Yow! that did hurt.

The Fan Clutch's Optimal Operating Parameters are at engine operating temperatures.
The Fan Clutch will disengage above a certain RPM range.
