S320 havc blower problem

So, My blower fan is acting up again. Or rather, it's not acting. At first, the problem was that it would sometimes turn on, only when it felt like it. Then it stopped altogether. I replaced the blower regulator, and replaced the filter as well... I drove the car 3 times, and then this afternoon, I went to use the car.... No blower. Is there something that could be causing the blower regulator to blow out so fast that I need to check??
The fan cage is stiff to turn by hand, but seem to run fine with a jumper from the negative wire to the frame.
Car is a '95 s320.

Think I figured it out. Blower motor was sticking. Cleaned the shaft and oiled the bushings on the motor cage. Seems to run fine now...
