I don't believe there is a fuse, just that relay. Can you hear the pumps running when you turn the key on? It should run on one pump. You can just try either checking for power at the pumps with the relay jumped or try jumping power and ground to the pumps and see if they run. Could be a wiring problem, plugged filter, lots of things. Are you 100% sure there is fuel in the tank, wouldn't be the first time someone went through a lot of work due to an empty tank, usually accompanied by a broken fuel gauge.

When I jumped the pumps, I could not hear them running. I will try jumping them again. I will also double check the fuel, the guage shows 1/4 of a tank.

Could also carefully loosen the pressure hose at the fuel distributor and see if it seems pressurized. Did you reset the trip meter the last time it was fueled?

No I have not reset the trip meter? When I jumped the pumps, I could not hear them running.

Here's an idea: On a piece of paper, write down the number of hours you have invested troubleshooting this problem. Now, multiply that number by $80 (auto repair labor rate). Now, add to this figure the amounts spent on used parts which appear to have not solved the problem. This number represents your financial investment at this point in time and your car is still inoperable.

I know a top notch auto A/C repair technician who charges a one time $80 fee to perform a diagnostic exam of a vehicle. The resulting report tells the customer what exactly is wrong and what is right and includes an estimate of repair costs. I've actually been in his shop and watched and listened to a woman and her father interact with the shop owner. Seems they had taken their rather newish Honda Odyssey to a well-known national repair chain and received a $900++ repair estimate for repair of the A/C. The tech/shop owner explained that unless they opted for the $80 diagnostic service, his hands were tied and he was unable to offer an opinion as to what was wrong with their vehicle (DUH!!!). Out of the clear blue, the woman's father who had been texting on his cell phone pops up and says, "WE JUST WANT TO KNOW IF THE NATIONAL BRAND REPAIR SHOP IS OFFERING US A GOOD QUALITY A/C COMPRESSOR!!!". Again, the tech/shop owner demurred and informed them that without a thorough diagnostic exam he could offer no opinion. Amazingly, these two losers declined the offer to spend $80 for a diagnostic investigative report which could have easily given them additional information from which to make an informed decision. Idiots.

I jumped the pumps again and was able to get them working. They must have been frozen and only needed a nudge to work. Even my FPR is working fine now. Thanks for all the advice, and thank you Husky Man for your repeated post.

I tried that, my pumps ran but were broken internally. Hopefully yours stay strong.
