SRS light code 17

I've got a customer with a code 17 for the SRS system. The only explanation is low voltage at circuit 15R. No information is availible in any of the resourses that I have. Any help out there?

One thing I know is that if voltage drops below 10.5v, or 9.5v (can't remember off the top of my head) the system will disable and illuminate the SRS MIL. Once voltage returns to normal the light will go out. Could there be a charging problem?
